I am unable to reasonable objections to the employment
of well conducted Chinese
who have earned their characters,
and undergone
disciplinary training in the Police Force,
Warders and Turnkeys in the Gaol,
Enclosure 1 in Governor, J. Pope Hennessy's Despatch No. 81 of 11th August 1877
where such have been well selected, are in a position to offer substantial security for good conduct, receive sufficient salaries and fair play and reasonable instruction in the duties expected from them, I believe they are calculated to give a high degree of satisfaction
